The Steering Committee formed in 2011. Since that time, the committee has added many new appointees, and replaced original members who resigned from the Committee.

Resignations of original Steering Committee members, other than COG changes, include Susan Antenen (Southern Sierra Partnership), Lee Ayres (TRETOPS), Fred Brusuelas (County of Tulare), and Elizabeth Jonasson (Coalition for Clean Air).
